Province losing?

When i occupy a province and i send the whole army to occupy another, for some odd reason i lose the first province? (I.e. i occupy Moscow, send the whole army on Novgorod and randomly lose Moscow.) Why is this happening? Btw i know the reason isnt that my opponent sent an army.
