Province VP's makes some sense from the standpoint of perhaps resource production. In real life of course it isn't really cities that make all the food for instance (although perhaps they process and distribute it), so I understand that idea. However, VP's being in cities makes sense from a gameplay standpoint, and gameplay is by far more important. It keeps objectives simple and straight forward. Plus, you still have to take rural provinces to get to cities at times, so that still gives them significant strategic value in some cases. Not to mention the fact that cities in 1.5 are now the only place where units can be produced, dramatically shooting up their value. This is going along with the fact that they make all the resources. Also wars in real life usually revolve around capturing cities, whether it be for symbolic or tactical reasons. In that sense, CoW 1.5 is actually being realistic. It would still be interesting to have certain rural provinces make more resources than cities like they used to, while still keeping VP's in cities.
