Ok, maybe he wasn't cheating, I don't know. Now though I have a new question. As I stated before his bombers attacked me & war wasn't started. He was playing Alabama & his ally N Car. Later I noticed his bombers became his allies. Didn't make a difference I destroyed them all. Now this has happened again. This morning all of the troops on my border belonged to my intended target & now they belong to his ally. How does this happen? Is there a way to trade troops that I am unaware of? Thanks.

Some possibilities however unlikely.

1-Province revolted and switched to different country control.

2-They just swapped out positions when you weren't looking.

3-Maybe you just didn't see the colors (owners) correctly.
