Yes you can. You can't use their aircraft carriers, though.

Hello, I've wondering about this and I haven't tried yet. Can you fly to and from allied airfields? Much appreciated! Good wars!

Make sure you trust your allies if you’re using their airfields. They could change their relationship with you back to peace and you’re screwed. The planes will be stuck in convoy mode. It’s a fairly effective way of backstabbing.
This happened to a partner of mine a few games ago when we were looking for another partner.
