Question about COW 1.5 Starting Resources

My question is (for the 100 map for example)

Does all nations now start with similar resources production or provinces are different for each country like before ?

I prefer the 2nd for more unpredictable outcomes, but someone told me they made all fairly equal now from the start..

Resources are slightly different for each country, as they have different amounts per resource type in their rural provinces.
