Hey, does anyone know why the chat is broken for me? i don't know if others are having the same problem

Yeah, the chat ..
.. the chat is sometimes very sensitive.
For example, if you post too much too quickly or too long messages, if the system recognizes certain forbidden letter combinations or, sometimes, if you post links. Then you will automatically be blocked for some time.
Once it is blocked it takes at least 5 to ca. 15 minutes after the last Enter before you can post something again.
If you try an input in between, the "break time" starts again.
If even after waiting 15 minutes nothing goes, then close CoW and delete the browsercache, and maybe restart the PC (so that the connection to the chat is once completely disconnectet and new rebuilt).
But be sure that at least 15 minutes have passed since the last Enter.
Browser games are an ingenious business idea to lure out money .. ..... >> more or less cleverly camouflaged as a real game << .... .. so beware of caltrops, spring-guns and booby traps. Warning! Texts above this signature may contain traces of irony! :D

Nice explanation there! This has happened to me but I am positive that it will not start again after each time you have tried inputting a message in there.

Didn't you say you're 17? Like don't you need to have a degree/graduate from academy to be an officer? At least that's how it's done here in UK, mind you the best of best officers in the world

yes u need at least a sscoiates' degree ( ive spent countless hours looking at this stuff)
