The simple answer is you don't. Why would you want to have an air battle against superior planes? It's like trying to use medium tanks to defeat a stack of heavy tanks. Makes no sense. Find another way. Use artillery instead.

Rocket Fighters, How To Defeat Them
Im a Indiana in Arms Race. I have conquered much territory and most other player have gone robots. I am invading the core provinces of Wyoming. I want to use my bombers on a stack they have in their capital, but They have a Level 1 Rocket Fighter patrolling over their capital. Even with Level 4 Interceptor, I would still lose. Why are these things so powerful? And how can I take them out?

Exactly. They are basically useless on land. Simply keep your planes away and crush them with your land army.
