Should aircraft be stuck when engaged in a close combat fight?

A question to the community:

Approximately half a year ago it was changed that aircraft can still fly (for attack or relocating) while attacked in their province.

Should this be changed again, so that aircraft are stuck when they are attacked in close combat?

Well, it depends. Bombers shouldn't, but fighters should.

Oh, I misunderstood. Ok, when in close combat they shouldn't be stuck.

Well the idea is that planes at a base are sort of on patrol as they have the same battle stats as when they are flying. Maybe this should change also so that landed planes are landed and are heavily penalized for being on the ground and if ground units attack the airbase they are not only stuck but have reduced strength and HPs. This would encourage everyone to keep planes on patrol which makes more sense.

This is about planes caught on the ground by, say, infantry. If anything it should be the other way around.

ah, I see. Maybe they could add something to the espionage military sabotage thing where one of the things that could happen is they do something that forces all of the planes to remained grounded. Like a spy sneaked into the hangar and removed all of the distributor caps and spark plug wires, lol.

That doesn't sound like espionage. Sounds more like SAS raid.
