I've seen this on a few provs. If I "ATTACK" from the stack options it doesn't attack or move, just stays "waiting". One example is attacking Mitchell Utah from Condon Utah. I have seen this in other provs also.
When you're using artillery, right? Yeh it is a known bug but apparently very hard to find. I think it has to do with the desired course being a LITTLE bit behind a province dot, possibly staying within the 5 km magic "Dot Extension Zone".
