Starting with Germany in 73 player map

how should I start to game ? there is 2 day peace period

I have 15 factories three of them have coast

I started with artilleries but my manpower count not seems very well like speed server

so should I build up some airbases to level 2 for tactical bombers ???

Should I give a chance to commandos ?

I'm using coasts to building only submarines to save resources

I couldnt decide level up infrastructures or airbases I have 1 level infrastructures and 1 level airbases in most of cities which ones have factories

my oil is going to zero -90 for hour

iron and goods + 200-300 for hour

food +60 for hour

and If I build airbases everywhere Im not sure my iron will enough for them

should I want to some resources from my small neighbours for ally ??
