Strategic Bomber Patrol Mechanic

In today's changelog they mentioned that they fixed a bug regarding the way morale damage is dealt by patrolling plane stacks. Does this fix the ages-old bug where strategic bomber stacks don't do morale damage to provinces they patrol over?
