are they useless with new version ?? tank plant naval base they need 30 min to build and need 2-3 hours to produce new unit so what can a player do with strategic bomber planes ?
Personally, I prefer my air force to be made mostly of tactical bombers- to attack enemy ground/naval forces, and fighter interceptors to protect them. Strategic bombers are mainly to attack enemy buildings and infrastructure. But most of the time I'm on the offensive taking over enemy provinces, so why damage stuff that I'm going to eventually own and repair? ... 
Srategic bombers also lower morale which is good at bombing important core cities.
Adding strat bombers to a stack of air units helps spread the damage received out over more planes
This is true, although my personal opinion is that more tactical bombers are equally as good, or maybe better if you don’t have to keep researching strats. For the same cost you can have either two groups of planes that include strats in each group OR three groups of planes that are just interceptors and tacs.
