I think he's talking about the Doolittle raid. They actually weren't strategic bombers, but tactical bombers (two-engine B-25 Mitchell's to be exact). It was mainly a propaganda project and actually didn't do much damage except to the ego of the upper ranks of the Japanese military.
For true strategic bombing you need heavier bombers, usually with four engines, like the (British) Lancaster or (American) B-17. These are way too heavy to fly from aircraft carriers.
Iโm no aviation expert, but strat bombers require long runways due to the weight of the plane. It takes a longer for them to get off the ground.
Aircraft carriers have extremely short flight decks comparatively. They even use innovative ways to allow planes to take off and land on aircraft carriers such as angled flight decks, arrestor cables and tail hooks.
