Tank Destroyer or Heavy Tank for Comintern

a comintern player who love playing with defensive units like infantry artillery railroad gun anti air rocket artillery etc. and growing with them basically artillery kills enemy stacks and march with defensive units at enemy lands

which one is more suitable for this army ?

for heavy tank I need to research medium tank as a extra , it needs more production time so I need develop level of tank plant , it is more expensive but have more health points and better against light armored units , have damage against infantry units too

for tank destroyer it is cheaper than heavy tank and lesser production time , better against heavy armored units but have lower health points and have %25 bonus as extra at forest , there is stealth ability , have lesser damage against infantry units

at level 6 their damage against light tanks are very close , problem is their cost and production times , damage against heavy armored units and health points

what would you prefer ?
