Your first mistake is making peace with Netherlands when they start with 6 units in there Europe land i believe
Also you should ally with France with a Non-Aggresion-Pact and then remove troops from French border to the USSR.
And are you planning on betraying all of these players??

Anyway, good thing u didnt attack netherlands for 1 city, You just 1 city plus some morale but u get a popularity debuff and 12 other cities at war with you.
