Not in a CoW game, but back in my RP days:
France was the announced protector of Belgium. Germany invaded Belgium. France did NOT declare war on Germany, but on Italy (me), because he THOUGHT I had good relations with Germany (that was true for the public eye, though I was secretly planning to invade him). When I asked France why he didn't declare on Germany, he said "Germany is too strong for me".
I canceled my scheming against Germany and we defeated France together.
