the STRATEGY to defeat arty is : destroy enemy's ordnance foundry and city that produce goods with missile or bomber,

and buy the entire market's stock of goods quickly (if the cost is cheap)

the TACTIC to defeat arty is : using stealth unit and lock the arty in melee combat cus they can't see you, after that send ton of light tank with forced march on to help finish them off

Bombers work well matching appropriately tactical if regular or attack if self-propelled. Battleships are better, by the coasts, because they out range them.
