Troops appear in revolt

Has anyone else have this happen? I’ve been playing for years and never seen anything remotely close to this. So, I check my game and see I conveniently lost 29 provinces to revolt all at once. I’m used to losing some due to low morale in conquered territories. But 29 at once seems a bit excessive. One of the countries wasn’t even on the continent this happened in. Yet, when the provinces revolted, they now instantly have troops in them. How could this remotely be considered fair? From where they had ONE province on another continent, it should have taken them a day to a day and a half to even get there.
