why greater finland has more resource infantry plane ship artillery than germany ???

It might be a different combination of that. I think it is 59, not sure

I looked two of them carefully

first day germany 23 units

firsy day finland 59 units

How? Perhaps you have shared map with Finland and not with Germany and that you obtained from Known units that are bordering you!

I joined two new game

first game first day with germany 23 units

second game first day with finland 59 units

I hope it is clear my english is not very well

I controlled two of them in diplomacy section and I counted again

I believe you are comparing two different maps. Tutorial 22 is different from Clash of Nations 22.
