Define lots and fast.

If you are talking first few days fast, they are purchasing research, resources, upgrades to provinces and units with gold.

Later in the game they may have better province upgrades than you if they focused on them early, and are therefore able to crank out more units quicker in the late game.

It is not necessary to use gold to have a well-developed industrial production capacity and resources, and I have often seen rookie gold-users who clearly do not understand how to balance unit production, with industrialization and increased resource production. Most humorously, I have witnessed gold-users who have created too many units too quickly, and were then faced with chronic shortages of food and oil, and were forced to keep using gold to buy resources merely to sustain their existing force structure. If you're spending gold to buy food, you screwed up. Big time.

Oh, and the answer to your question is: you should always strive to have at least a small food production surplus through production, and you should continue to expand your food production through added levels of infrastructure and industrial complexes as needed. Moreover, as you get into the middle and end-game phases of the round, you should also strive to maintain a minimum reserve of 15,000 to 20,000 tons of food so that when you experience a food deficit after conquering a large opponent, you will then have the breathing space to expand your food production while you stabilize a large number of newly occupied provinces that are not yet producing enough to feed themselves.

If you are trying to cover your food needs solely through purchases in the commodities market, you will eventually be caught out when food is not available or you will exhaust your available cash on hand that you will need for other purposes. Bottom line: strive to produce enough food to cover your needs.
