Why AI cant adopt to his neighbours

AI knows what you have For example a lot of tanks

It is written at newspaper at least

Why cant it produce anti tanks ?

When it produces anti-tanks, boy it can produce them non-stop.

The ai is meant to be taken over, or be roadblocks to people with low popularity from winning without struggle (still sucks sometime at that though).
