Depends heavily on the country you are playing as and strategy you are going with... But generally for my playstyle comitern is the worst and I would vote allies for best.

worst doctrines
i was just wondering what you guys think is the worst doctrine

I think ally is best too but I think Axis is worst. comintern gives you less resource problems that many other doctrines have so it is second best in my opinion.h4zel wrote:
