Generals,
some time ago, a torn mysterious fragment of paper was found at a secluded shed. Since this discovery, scientists and the leading military strategists alike have been racking their brains to unravel the secret. During further inquiries the search parties have unearthed a strange metallic object, that seems to be somehow connected to the piece of paper.
There are no clear conclusions yet as to what these finds might be, but there is one aspect everybody agrees on: it has to be something quite valuable. Just what might this shape mean?

When you capture the capital, you get some of the enemy's reso. That is why it is best to have a capital far from the frontlines and in a landlocked province.

Yes.
I think they have to be docked at a friendly port but I might be wrong.
