I've been in Cote d'Azur two months ago and you can't believe how many cats there are wandering in the streets It was like heaven for a cat person like me. Before I've been in Istanbul and I consider this place as the kingdom of the cats: believe me you can find a cat in every corner of the city. But this was something different, in Istanbul stray cats usually look like hobos, but stray cats in France seem to me like little dukes and ducheses And it's something very cool, soon I will buy an apartment on the French Riviera and it will make me so happy to with live these royal animals

No they are not better.
Dogs are good for some things, like strapping explosives on to them and sending them at enemy soldiers & tanks to cripple them.
They can also be used alert, that's good...but they are never better then dogs.
