Countries in RED are ones that have COMMITTED war crimes AND HAVE NOT PUBLICLY APOLOGIZED for them.
NOTE: I didn't include countries like Poland where genocides took place, because the official government in Poland at the time was not responsible for the genocide. (i.e. the genocide was committed by a foreign group)

Poland should be red. My family had to flee Poland in the 1860s during due to pogroms from the Polish and Russian governments.
