It looks like Europa Universalis. Similar layout type, presentation etc. But of course with the Bytro engine as layer over it. Probably not as complex though

It was made last year.
I've been playing it for a few days now. As miech said, it immediatly reminded me of Europa Universalis as well (good game that was!). It has a very different flavor than CoW so far, more about empire-building than about war; but of course, that may change later on. But hey, it's kinda cool, so thanks for the tip!
