Im not promoting him, and those quotes arnt promoting him either. in fact both seem to be insulting him, the first one is saying he fooled the people and the second is also insulting him because if he had ever studied Napoleon he wouldnt have done what he did.

IN conclusion this is not promotion of the said person, and therefore i dont see the problem. I quite like both quotes. If a person is bad that doesnt mean everything they say is bad. OF course he also has horrible quotes but these are quite fascinating. For example, the first one points to the fact that public opinion can really quite easily be swung, iran is just one example, the British easily swung the opinion toward themselves/Shah, then the russians swung it again, and to this day the people are, as a whole, not very smart about what their thinking.

The second one is perfectly normal and just interesting. Its just saying, read history.
