Even going by this video simply decriminalizing drugs won't fix anything. There's a reason why they became addicted in the first place, and that reason won't simply go away because their drugs are legal. There are many other things you would have to do, and none of them would require legalizing drugs for the entire population. Even with a 50% decrease of addicts in Portugal, there is still a massive amount of addicted people there.
