It's the second-best Russian military in Ukraine, forget about best overall. The Russian MoD is a corrupt mess. Wager actually gets stuff done, and the AFU has proven numerous times that it's capable of preventing the advance of Wagner and RMoD while performing successful operations itself. I'm not going to get into the plethora of war crimes committed by Russian groups, or Russia's morally flawed justification for the entire thing.

If what I said is news to you, you're either living under a rock or in Russia, where the media isn't allowed to say anything else. According to your wall, you live in Canada, so it can't be the latter. My parents grew up in 1970s Poland, and they know firsthand the atrocities that a system like the one there created, although Poland has changed a lot since then, Russia really hasn't made much progress since the mid-2010s, and what progress they did make to a more fair democracy was minimal after the turn of the century.
