What Resources Do You Always Find Yourself Lacking by Mid or Late Game? ... Normally in all my previous games, I found myself short on oil or food quiet often ... However, in my latest game with the Soviet Union (first time) in the 1932 map (first time) I find myself always running out of metal iron and cash ... Has anybody had similar experiences with a particular country in a specific map? ...

For me, it was goods. I was Romania endgame of Clash of Nations and I was running out of goods and oil was overflowing (cuz Romanian capitol lol). Heavy tanks and railroadguns are good but they take a lot logistically.

Food and Oil can both be difficult to maintain later in the game because of the drain that your forces are putting on them from upkeep.
Some tips for Ver 1 rounds (if you are not doing this already) Max the levels of your industrial complexes and Infrastructure for food provinces, especially in your core. This effectively doubles your production. Max level of port adds another 30%.
Disable your barracks if you are not using them.
Open up your province list side bar and order by units in production (gear icon). You will probably find at least one militia that have had production halted. Cancel production of those units and some res will be returned to you.
The most drastic way to improve resources is to destroy expendable troops.

I find that I have shortages of food , goods, and sometimes rare materials.

I have been short on each resource at one time or another. Depends on the map, the stage of the game and the military situation.
