What that article says is that no one won the Cold War, because the USSR willingly dissolved into Russia. Yes and no. Gorbachev obviously pushed the process through, but it was mainly the fact that the Soviet economy couldn't keep up the its American counterpart.
But now we have Russia, who emerged from the ashes of the USSR, who is as bad as the USSR.
