But otherwise, I say Germany.
The Soviet Union also suffered greatly .

I think Japan was most affected by ww2 as the Americans were happy to let it sit in a bombed out shell with not even two pennies to rub together. Only during the Korean war when the Americans realised how important of a supply base Japan could be was when they started to fund a rebuilding effort. If Korea hadn't happened Japan would be a very backward country without much help to rebuild itself.

The atomic bombs were terrible for Japan , Japan was devastated .

What about the little nations like Poland, Serbia, Romania, Greece, Albania, Czechoslovakia?
The main theme is usually the money or the industry, what about the people?

Civilian casualties are also counted, the Soviet Union suffered 15 million civilian casualties.

They were actively involved in the WWII, i couldn't say the same about Poland and polish people.
Civilians were not military professionals, they did what they could.

It's hard to make the difference between a military professional and a civilian in the Soviet Union.
The Soviet Union had a good professional army, but also consisted of peasants.

I think Ireland was most affected. Their state of emergency was not rescinded until 1976!

This is difficult to say. USA and USSR became military superpowers, British Empire lost its colonies, Germany was divided, France, well, no, Japan was occupied and reformed, Italy went from being Axis to Ally and had Italians fighting Italians (a major stress on postwar national unity), and so on.
