So according to what you said, USA constitution(not America because that's not a country at all) says that they can "kill people with love" in another country without getting involved in a war.
Taking this example, imagine Russia send tanks and army to US cities and the US Army fights against them, if your congress does not sign anything, you won't be in war, just playing a bit, is that correct?
