1 Sub in a fleet stops arty and non-naval planes?

It does not seem right that a player can put just one sub in a surface fleet and then you cannot attack said fleet with land arty or regular bombers? Is this indeed the case or a glitch?

I was able to target an ally's ship stack which includes one each of Submarine, destroyer, cruiser, battleship.

When I use Artillery it gives me the message "your army will not damage every unit of the attacked army.

A tac bomber seemed to be able to target the stack of ships. I did not carry out the attack on my ally to verify that it actually would.

Maybe a glitch, maybe you just need to reload the game?

That is 100% correct, but as Vorlon noted that does not mean that the artillery will not damage any unit of the attacked army. The artillery hits will distribute damage among the types of naval units which artillery can hit and damage, not including the submarine squadrons in the stack -- which it cannot hit and damage.
