No, it can land at a lvl 1 base. It just takes a lvl 2 to make one.

A question about airplanes and Airbases
Okay, so, I just feel the need to know this. According to the game, if I produce a tactical bomber I need a level 2 airbase. My question is, can I land that same plane at a level 1 airbase, or does it require that any airbase it is going to land at be at level 2?
