Which country has the best ordnance tab? This includes all units in the ordnance armour class, not just the research tab.

In general, Pan Asian or Comintern.
Pan Asian because of their speedboost and artillery buff. Comintern has a few benefits on Antitank and (Rocket-)Artillery.
Axispowers have strong railroadguns.
Allies have good SPAA.
Personally I think Comintern is best. Numbers is the deal with Commie since you want to be able to shoot as much as possible. When you’re shooting every 30 minutes, having more units to shoot tends to be better than less but better ones, and you get good boosts to rocket arty as well. Speed is a advantage for Pan Asian, but shooting every 30 minutes slightly mitigates it…
Comintern, no doubt, for the reasons Car said and also since Axis has too high of a goods cost and Allies those goods are funneled into tacs and strats. Pan-Asian is a close second tho, because of terrain boosts mainly
