About the buffs and debuffs that units receive depending on the terrain

You can check the buffs and debuffs that units receive depending on the terrain from the unit details, but does the 25% or 50% speed refer to the percentage of debuff or buff that the unit receives on that terrain? Also, is it the same for the unit's strength?

There are no debuffs as of late 1.5 and 2.0.

These are marked with a + or - indicating gain or loss of speed and strength.

It looks like your translation is missing the positive or negative signs that go with those numbers. Here's what it looks like on the English version, where you can see that speed gets a buff in plains and a debuff in other terrains. Strength is always a buff.

Since you don't have the signs, I am pretty sure that this is the breakdown:

- motorized units get a speed buff in plains, so any speed percentage in plains is a buff

- motorized units get a speed debuff in other terrains, so any speed percentage in non-plains terrains is a debuff

- non-motorized units get a speed debuff in mountains, so again any speed percentage in non-plains terrains is a debuff

- strength percentages are always buffs, so any percentage in the strength column is a buff
