Accidental shooting at civilians?

This table means that anti-tanks will fight back against building and population with power of 1.0 and 0.1 respectively when the battlefield is in the center of the province.

It's not an obvious contradiction because it can be thought of as reproducing a situation where a stray bullet hurts a private house or a civilian, but is it correct to interpret it that way?

I don't think those defensive numbers are ever used. They would be used when your unit is "under attack" from civilians, but I don't think there are any situations in CoW where the population is "attacking".

Is that really the case?

I forgot the exact message content, but when I check the enemy unit when an enemy aircraft attacks my uninhabited territory, it was displayed as "that unit" is being attacked.
