Account Transfer

I have been a player for a couple of months. I created a new account on Steam. My old account is Level 30. I want to play my Level 30 account on Steam. I did not create a password on the old account, I did on the new one. Is there a way I can transfer my Level 30 and all games to my newly created Steam account? Or is there a way to change my account name on my old account?

I had issues connecting it through steam. So, I connected through here and I seen a hyperlink on callofwar.com announcement.
