Adding support for a language is a major undertaking. It is more than just chat, it involves having the maps and game translated into that language, as well as expectations of enough players to participate in those maps. Also a support staff is needed for that language to answer questions, investigate bugs, and moderate the chat and forum.
Unless there is a vibrant community of players to fill maps and actively play sadly such an idea will probably not succeed. Many players will be bored with maps that only contain a few players and mostly AI
