No it’s not broken - I rarely see people with no capital but huge amounts of land. I expect they’re just blitzekrieging everyone so have no need to build a capital because their morale is kept up by capital captures.xRaptorZx wrote:

I see no advantage in not rebuilding your capital when you lose it - it’s cheap, and has too many advantages not to do.
