Do AI players follow different rules on production? I've taken all of a countries zones with industry built, but still seem to keep getting attacked by subs and destroyers...how is this possible? Can't imagine they were on the far reaches of the globe and they are simply returning to protect the country ... there have been to many of them given production capabilities? Also, what are the rules on unit healing?

Fairly sure the AI does not "follow the rules" for building stuff.
Just overran an AI country. As I sort through the wreckage, I realize there is/was a Naval Base. It does not have an Industrial Complex with it. So, the AI was magically producing ships in a Naval Base that can't produce ships.
Ugh.
I get that the AI exists so the map will not be empty due to a lack of players. It would be nice if it followed the same game mechanic rules that the players have to follow. Capturing that Naval Base was a nice move in that it allowed me to build on a coastline I would not otherwise have access to. Realizing that it still needs to have an Industrial Complex in order to actually build stuff was a little mind bending.

Naval vessels have been known to hang around after their home country has been defeated.
This may explain your ships returning situation. Cant say to the production question other than to say I think the game does take some liberties in allowing them to build wildly. at least ships that is.

In fact, the captured province(s) likely did have an already-damaged industrial complex (factory or "IC") but, upon capturing it, you destroyed the remnants of the IC so that it appears the AI had been building ships without them.
It seemed like such a waste to destroy an entire battle station just to eliminate one man. But Charlie knew that it was the only way to ensure the absolute and total destruction of Quasi-duck, once and for all. I considered the idea that I had destroyed the IC but... that would have been reported in the newspaper and my spy would have known about the IC before I attacked the province.
Nope, AI cheats.
Not a big deal, just good to know going into the situation.

I have seen Irish warships off the coast of Rome, and South Indian (AI) cruisers off the coast of Korea.
Not noticed any returning to defend the vanquished homeland . . . yet.
