AI building habits

Does anyone know the building habits of AI controlled countries at the beginning of a match (10 player Road to war). Is there any clues to when an AI may start building a lev 2 IC in their capital besides after its completed and noted in the news? I was to complete a takeover during the player peace period, but also want a chance that there is a functioning IC. Anecdotal evidence or opinion on likelihood they will built in day 3 is welcome.

My experience with the standard AI is they tend to build out their production first. Units seem to remain stable at start up numbers. They will build air bases but I have never seen an interceptor. Elite AI will be a different story from what I have heard.

Because most AI countries get wiped out relatively early in the game, they therefore do not fully manifest whatever their programmed strategy might be. I have seen late game AIs that have 30 to 50 L6 or elite fighter squadrons, where they have an air base in every province. That can get interesting, especially if you have relied heavily on tactical bombers to the exclusion of building current level anti-aircraft units and other ground units that have high AA defensive values.

I have also seen late game AIs that have 70 to 80 mixed tactical bombers and naval bombers. However, I have never seen an AI build strategic bombers, unless the AI country was previously a human player that went inactive, and then the AI continued the research and units production patterns of the human player.
