Ai are needed for balance and to allow players to take land without declaring war against another player. If the devs wanted to make these countries, player countries then they would have done it.

AI countries can be player countries
I Think the title of the thread is obvious 
, but in the map, i saw countries like Norway, Canada, Romania, Saudi-Arabia, Poland and Finland CAN BE a player countries if u add more provinces...
