AI's Province Morale

In Clash of Nations, some of those AI countries have unexpected low morale. For example, Norway's average morale is 63% and the lowest morale in province is 42%; Latvia's average morale is 62%; Saudi-Arabia 's average morale is only 59%. On the other hand Crimea and Portugal are 100%. However none of them is at war with other countries. Then how could this happen?
