When I started to build a Naval Base one province gave me a choice of locations where to put it.
...so with that in mind is there a similar way to know if a province has choices for Air Base locations before hitting build?

air bases are put on the dots/capitals/centers of a province, and that only. Naval bases have options if multiple routes/lines lead to the ocean

dang thats kinna disappointing. I need to put a suggestion for more than one especially when way inland and its a huge province.

I wish there was a "measuring tool" so that I knew the distances between air bases, instead of building 2 next to each other because the flight path was too short.

When you build your first airplane than you have your measurement.
And I would recommend to build first in one or two cities an airport. And when you have an airplane than you can start building airports in the direction where you want to attack or defend. An airport lvl 1 gets useable if it has 50 % construction completed. It takes 30 minutes for refueling and will get slowly down to 15 minutes when it is finished.
Note airports can be used by your enemy if he conquers the province. The damage caused by its conquest is normally not enough to destroy the airport completely.

and higher level air strips let planes re-fuel faster !
