Air patrol priorities

Suppose that fighters patrol a certain locality, in which the enemy has a bomber and an antiaircraft gun. It is unclear what exactly these fighters attack first. This, in fact, is the question.

planes on patrol attack ALL the enemy units in the patrol circle at each "tick" which happens every 15 mins.
