Building an entire aircraft factory with an airfield takes 30 minutes
Building an airfield in a non urban place take 2 hours.
Makes no sense
Balancing reasons. Building an air factory is expensive, building an airstrip is cheap. We wouldnt want to have plane users stomp 10 airstrips out of the ground within 30min during an offensive. It would then be too easy to avoid planes getting lost due to airstrips being conquered.

I guess you can think of it as extra time to ship the supplies and workers to the province.
I had also thought about it. the airport in the city already has people, and the workforce is faster, now in provinces that do not have people, it can take time to take the materials to the kkkkk
