alliance games

So I logged in after a month or two of being off and went to create an alliance game for my friends, and it turns out that any time I try to create one it says I need high command. Is this a bug or did they remove the ability to have games with friends without having to pay money monthly or yearly?

You need high command to create internal games. However, inter alliance matches do not require high command.
