They just announce it in the newspaper. To be allied to someone, both of you should have RoW or SM, but obviously you can be betrayed, that's the risk.

Alliance option INGAME
I saw alliances announce in newspaper but no "alliance" option in diplomacy. Right of way..share maps but no "alliance"
If I select "join alliance" it appears to be for joining or creating a guild/team for all games. not game specific. What am I missing here? Did the teams just announce their alliance in newspaper or is there an alliance option that is game specific?

You can create an alliance or join one, But this alliance will be for when some other alliance challenge your alliance to a game .
But alliance inside a running game is a different story, as you can make an alliance or also join one inside the game and this alliance only will be for this game .
